U.S. Chamber of Commerce Foundation, Center for Education and Workforce: Talent Pipeline Management® (TPM®) Projects and Faculty and Fellow Engagements

AIR has supported the U.S. Chamber of Commerce Foundation's (the Foundation) Talent Pipeline Management (TPM)® Initiative through a variety of projects and leadership engagements since 2019, including serving as faculty for TPM Academies across the U.S.

The Foundation’s TPM framework and methodology brings industry leaders to the table through employer collaboratives to take an active role in impacting their talent pipelines in partnership with:

  • Industry intermediaries;
  • Workforce leaders;
  • Training and education providers; and
  • Various community organizations.

AIR experts have served in TPM faculty and TPM fellow roles, facilitating and conducting training activities and “meet the expert” presentations for the Foundation’s TPM Academy cohorts in:

The TPM framework aims to solve regional talent challenges and provide equitable and prosperous pathways for workers and learners.

Academy cohorts consist of workforce leaders from a variety of disciplines engaged in learning the TPM approach to develop career pathways and talent pipelines aligned to employer needs.

AIR supports the continuous improvement and nationwide implementation of this effort in a variety of ways, including:

  • Curriculum Additions and Revisions. AIR periodically revises the TPM curriculum to respond to changes in the U.S. economy and labor market as well as learnings from TPM’s National Learning network of TPM practitioners.

  • Curriculum Alignment to Sectoral Diversity, Equity, Inclusion, and Access Efforts. AIR led the development—with a variety of diverse stakeholders and reviewers—of extension modules focused on helping employers and various provider partners to ensure opportunity population access to regional talent pipeline opportunities and diversify the workforce.

Opportunity populations are defined as those who have had limited access to educational and professional opportunities and who face barriers to employment and career advancement.

They may include but are not limited to:

  • Opportunity youth (young adults ages 17–24 who are out of school or work)
  • Members of the LGBTQ community
  • Members of the immigrant or refugee populations
  • Formerly incarcerated individuals
  • Members of Indigenous communities
  • People with disabilities (physical and/or cognitive)
  • People without a high school diploma
  • People with limited English proficiency
  • People who are (or who have been) homeless

 

  • Scaling the TPM Curriculum through TPM Co/Lab. AIR provided subject matter expertise and support to create content for online modules and exercises for the TPM curriculum and implemented an online learning management system to promote accessibility and scaling of TPM-trained practitioners across the globe.

  • Documenting progress of the TPM National Learning Network (NLN).  AIR has been involved in evaluations and state case studies to capture successful practices and common hurdles to implementing sector strategy-based initiatives using the TPM framework and methodology. AIR also provides ongoing support for NLN events and implementation technical assistance by engaging two TPM fellows.

  • Professionalization of TPM through the TPM Verified Talent Supply Chain Manager Credential. AIR led the creation of a peer reviewed TPM credential to recognized experienced TPM practitioners who have demonstrated a variety of associated strategic competencies in the field, working with regional employers, education and training providers, and other stakeholders to implement TPM for the benefit of their regional labor market and communities. This development created credential standards, application materials, formation of a peer review advisory committee, and various pilot projects before full-scale implementation.
